Testing on ELN composes randomly does not connect to the guest

Testing-farm jobs using the Fedora-ELN composes fail during the excution of the pre-artifact-installation playbook.

As far as we can tell it goes through something like: image booted, testing farm connected to it, started running playbooks, got to the tasks which upgrades all the rpms and reboots, could not connect back due to emergency mode
